Refereed journals
Japanese colleges and universities have a variety of publications that teachers at the institutions have the right to publish in, often regardless of the quality of their writing. These publications are based on membership, a concept that has more importance for Japanese academics than American academics. American schools normally do not have such publications. American schools that publish journals do not require that submissions be limited to those from teachers or others affiliated with their schools. Anyone who wants to submit an article or other item for consideration can do so. The article or other item will then go through the process of being refereed.
Normally, referees do the process blind. That is, they do not know who the writer is when they see the work. Almost all academic articles published in the United States are in refereed journals. The referees are peers in the field with knowledge of the subject. They make sure that the article or other item meets academic standards for publication and offers new ideas. Articles or other items must pass through a refereed approval process before they can be accepted. Journals that are not refereed are not taken as seriously as refereed journals.
